terraform google provider を 5.0.0 台にあげようとしたら Could not retrieve the list of available versions for provider hashicorp/google がでた

結論

利用していた別の module が constraint でしぼってた。

Providers required by configuration:

│   ├── provider[registry.terraform.io/hashicorp/google] >= 3.43.0, < 5.0.0
│   └── provider[registry.terraform.io/hashicorp/google-beta] >= 3.43.0, < 5.0.0

なので project_services を最新にあげたら解決した。
